Lisa Emelia Svensson is a Swedish diplomat and international policy strategist whose career reflects the changing priorities of global governance. Over more than two decades, she has worked across diplomacy, sustainable development, environmental policy, corporate responsibility, cybersecurity, and United Nations reform. Svensson began her career in the Swedish Foreign Service in 2002, after earlier experience in regional development and international trade promotion. Her diplomatic assignments have taken her to Stockholm, New York, Washington, Brussels, Nairobi, Paris, and Geneva. These positions exposed her to negotiations and policymaking in areas ranging from trade and human rights to environmental protection, digital governance, and institutional reform.
A significant chapter of her career came at the European Commission, where she served in the Directorate-General for Trade as Chief Negotiator for Trade, Environment and Labour between 2008 and 2010. She was involved in developing and negotiating early European Union Trade and Sustainable Development provisions, including negotiations with Singapore and Economic Partnership Agreements involving African, Caribbean, and Pacific countries. Her work helped strengthen the connection between international commerce, environmental protection, labour standards, and sustainable development.
From 2010 to 2012, Svensson served as Sweden’s Ambassador for Corporate Social Responsibility. In this role, she promoted responsible business conduct, anti-corruption measures, business and human rights, labour standards, environmental responsibility, and sustainable investment. She contributed to international initiatives including the updating of the OECD Guidelines for Multinational Enterprises and implementation of the United Nations framework on business and human rights. Her participation in the Global Reporting Initiative and the UN Global Compact further demonstrated her commitment to bringing governments, businesses, and civil society together.
Svensson subsequently became Ambassador for Environment, Ocean and Water in 2012. This role placed her at the forefront of international efforts concerning ocean governance, climate change, biodiversity, and freshwater. She contributed to discussions that helped shape what became Sustainable Development Goal 14, focused on life below water, and played a role in building diplomatic support for the first United Nations Ocean Conference in 2017. Her approach emphasized the connections between healthy oceans, climate resilience, biodiversity, and sustainable economic development.
Between 2015 and 2016, Svensson served as Ambassador and Special Adviser to Sweden’s Foreign Minister. She supported Sweden’s preparations for its term on the United Nations Security Council and strengthened cooperation with African countries and Small Island Developing States.
In 2016, Svensson joined the United Nations Environment Programme (UNEP), where she held senior positions focused on marine and coastal ecosystems, Small Island Developing States, and regional environmental cooperation. Her responsibilities included supporting programmes across numerous countries and advancing initiatives involving marine conservation, climate resilience, pollution prevention, sustainable blue economies, and ocean governance. She also played a prominent role in the Clean Seas Campaign, which mobilized governments, businesses, civil society, and other stakeholders against marine plastic pollution.
From 2021 to 2025, Svensson served at Sweden’s Ministry for Foreign Affairs as Coordinator for Global Cyber and Digital Affairs. She represented Sweden in international cyber negotiations, including the UN Open-Ended Working Group on information and communication technologies, and served as Vice-Chair of the UN Ad Hoc Committee negotiating a convention on cybercrime. This period expanded her work from environmental diplomacy into cybersecurity, digital transformation, and global technology governance.
Since 2025, Svensson has served as Minister Counsellor at Sweden’s Permanent Mission to the United Nations in Geneva. Her responsibilities include UN governance, oversight, accountability, evaluation, and institutional reform. In this role, she continues to focus on strengthening transparency, organizational effectiveness, and international cooperation.
